Position: Mid-Level Evaluation Specialist Consultant
Location: Ukraine or Central European-based consultant preferred

Period of performance: July 1 to September 30 and most of the work in July-early August
Length of Employment: About 30 days overall, start-date is immediate.
Worksite: Work remotely from home but some interviews will be conducted in person in Kyiv.
The USAID/Ukraine Office of Economic Growth (OEG) has requested the USAID-funded Learning, Evaluation, and Analysis Project (LEAP III) conduct a mid-term performance evaluation of the Competitive Economy Program in Ukraine. The purpose of the CEP mid-term performance evaluation is to assess the relevance and effectiveness of CEP’s interventions as they relate to a) strengthening Ukraine’s competitiveness, b) facilitating trade, and c) improving the business enabling environment. The Mid-level Evaluation Specialist will support the Team Leader in data collection and analysis, specifically coding and aggregating qualitative data generated from key informant interviews, group interviews and electronic surveys. The evaluation specialist will also contribute to the drafting of the evaluation report.
The Mid-level Evaluation Specialist should have significant evaluation experience and the following skills and experience.
- Significant international experience in designing and conducting evaluations of international development activities
- Speaking and writing ability in Ukrainian is required
- Strong understanding of evaluation methodologies for both quantitative and qualitative collection and analysis
- Experience in conducting semi-structured interviews
- Expertise in using Excel to record and aggregate data is required
- Knowledge of economic growth concepts and project interventions in Eastern Europe/CIS region is desired
- Strong English skills are required.
