Position Description

Integra LLC is seeking qualified COP/Team Leader candidates for the referenced procurement, an anticipated 3–5-year $15 million contract which will provide USAID/Rwanda with access to a full suite of services in Collaborating Learning Adapting (CLA), Monitoring and Evaluation (MEL) and related subject areas. Based in Kigali pending resolution of any COVID related travel restrictions, candidates should bring the following experience and qualifications, ideally including an interest in assisting with preparing the proposal in August or September of 2021.

 

The Chief of Party (CoP) must lead and manage the overall Contract and work closely with USAID/Rwanda’s Program Office, lead coordination with USAID implementing partners and their local CoPs managing USAID activities and guide the team in relationships with national level stakeholders including some of Rwanda’s most reputable social scientists and development professionals.

 

Requirements:

·        At least ten (10) years of demonstrated leadership, strategic thinking/planning, and management experience on USAID Programs, with a  proven track record of programmatic accomplishment, professional achievement, and management competence.

·        Thorough technical knowledge in concepts such as collaboration and learning, adaptive management, indicator development, data collection and analysis, monitoring and evaluation, and performance reporting.  A strong understanding of the USAID Program Cycle and best practices for CLA as outlined in the Learning Lab Toolkit (CLA Tool Kit Landing | USAID Learning Lab).

·        Past work experience in Rwanda or similar East African working environments required, including past experience building capacity for collaborating, learning, adapting, while previous work on/with projects relevant to the USAID/Rwanda portfolio is highly desirable.

·        An advanced degree (i.e. MA, PhD) in management, international relations, statistics, economics, demography, political science, or other social science field is highly desirable.

·        Experience managing complex, multifaceted, multi-year tasks and projects/ programs, including a track record for delivering high-quality products on time and within budget.
