Senior Level Public Health Country Program Advisor Senegal

·       Location: Dakar, Senegal

·       Timeframe: ASAP 3 to 6 months extendable

·       Reports Directly to: Regional Director, Africa

 

The Overall Purpose/Broad Function

The Special Advisor will lead the effort to identify and recommend significant changes in the organizational structure of the country office team and within an existing and major internationally funded project (approximately $30MM USD annually).

 

We are looking for a "fixer", who with the support of the Organization's Regional Director can make good, quick, hard decisions on country program staff, finances, and processes. Proven capability for successfully navigating complex stakeholder environments and driving performance in a changing organizational structure. Experience in a large complex matrixed organization preferred. The Special Advisor should also have experienced in Senegal interfacing with (bilateral) donors, NGOs and government stakeholders. A French and English language skillset is required for this temporary and extendable assignment.

 

Key responsibilities of a Senior Level Public Health Special Country Program Advisor:

·       Program performance and implementation: Assessing program performance, program strategies, ensuring alignment with organizational goals and local                needs.

·       Programming Implementation and Management: Assessing the day-to-day operations of programs, their efficient and effective delivery of services.

·       Capacity Building: Providing technical assistance and training to local partners and staff, strengthening their ability to manage and sustain programs.

·       Stakeholder Engagement: Assessing the country office's relationships with key stakeholders, including bilateral donors, government officials, community                 leaders, and other organizations.

·       Monitoring and Evaluation: Assessing program progress, identifying challenges, and recommending solutions to ensure programs achieve their intended                 outcomes.

·       Reporting and Documentation: Reviewing and assessing reports for donors, stakeholders, and internal management.

·       Risk Management: Identifying and mitigating potential risks to program implementation and performance.

·       Knowledge Management: Assessing the Country Office's best practices with colleagues and partners.

 

Education/Professional Designations/Experience

A master’s degree from a recognized university in management, international development, public health, nutrition, or related areas. Additional post-graduate certification in project or general management is desirable. Certificate in research and/or monitoring and evaluation are an added advantage.

 

Experience:

·       At least 10 years’ experience in the management of programs in public health, nutrition, international development, or a related field.

·       Significant experience managing complex budgets and large, diverse teams in progressively more senior leadership roles.

·       At least 5 years’ experience in networking at a high level with international partners and country government, desirable.

·       At least 5 years’ experience of working in Senegal; regional and/or global experience highly desirable.

·       Previous experience as a Country Manager or Director or equivalent role in scope and responsibility for an international organization/NGO highly desirable

 

Other Specific Skill Requirements

·       Strong project management and leadership skills.

·       Experience in matrixed or federated organizational structures.

·       Strong local connections and understanding to the Senegal public health landscape in terms of national needs and opportunities

·       Landscape analyses: possess local knowledge of key stakeholders, needs, trends, relevant new developments and opportunities

·       Ability to build positive working relationships with government officials, partners, multi-lateral bodies, and donor representatives.

·       Strong critical thinking and problem-solving skills.

·       Strong consultative and negotiation skills.

·       Integrity and commitment to client's values

 

Language Skills

Fluent written and spoken French and English required, local languages desired.

 

Travel Requirements

Based in Dakar, the position travels 30% of the time in country and regionally with occasional international travel.
