Under Secretary General, Management Policy, Strategy and Corporate Services (USG-MPSCS)

The Under-Secretary General, Management Policy, Strategy and Corporate Services (USG-MPSCS), reports directly to the Secretary General, and leads the Management Policy, Strategy and Corporate Services Division. This Division consists of three departments: The Financial and Administrative Management Department; the Human Resources Management Department; the Supply Chain Management Department; and the Global Services Centre, Budapest (Hungary).The Directors of the three departments within the Management Policy, Strategy and Corporate Services (MPSCS) Division report directly to the USG-MPSCS. The USG-MPSCS also manages the Director of the IFRC Global Services Centre in Budapest.The IFRC Regional Directors have coordination lines to the USG-MPSCS to ensure effective coordination across the Secretariat.This position is based in the IFRC Headquarters in Geneva. 

Job Purpose

Under the leadership of the Secretary General, the Under-Secretary General for Management Policy, Strategy and Corporate Services (USG-MPSCS) provides strategic management and guidance to the Management Policy, Strategy and Corporate Services (MPSCS) Division, leading the formation of management policies and strategies as well as spearheading their implementation. The MPSCS Division provides services to the other IFRC Divisions in Geneva, IFRC field offices worldwide as well as member National Societies in support of our collective commitment to vulnerable people.The USG-MPSCS supports the Secretary General in the overall management of the Secretariat, including through membership in the Global Leadership Team (GLT) and the Senior Management Team (SMT).

Duties and Responsibilities

Within the framework of the IFRC Strategy 2030, and under the guidance of the Secretary General, the USG-MPSCS:

  • Oversees the development of a Federation-wide approach to human resources management that enables the IFRC to attract, select, train and retain a diverse and committed workforce with up-to-date skills and expertise. This includes, inter alia, nurturing a working environment that reflects the Federation’s values, fair and objective arrangements for staff performance appraisal, recognition and motivation, reward and improvement, as well as systems for personnel mobility and exchange among components of the Movement at Headquarters and with the field. 
  • Ensures that the financial planning and budgeting process is aligned to deliver and demonstrate value for money in achieving the Secretariat’s Business Plan, and that financial processes and control procedures (including financial analysis, treasury and assets management) are streamlined, robust and effective in delivering the agreed activities of the business units.
  • Supervises the provision and maintenance of cost-effective office services that enhance productivity - including premises, equipment and supplies, transportation, accommodation, translation, archiving, health and safety, visitor handling, administration of all insurances, and other ancillary services.
  • Provides vision, leadership, strategic direction and effective management to ensure global state-of-the-art supply chain services, tools, commodities, resources and overall organizational preparedness for all programmatic and operational activities of the IFRC, including disaster and crisis response as well as effective management of the IFRC Fleet base.
  • Oversees the activities of the IFRC Global Services Centre and explores the possibility of expanding this office to include further support functions.

Key tasks:1. Abide by, and work always in accordance with, the Fundamental Principles of the International Red Cross and Red Crescent Movement, and the values that underpin them.2. In agreement with the Regional Directors and the Secretary General, and in complementarity with the other Divisions, establish the Secretariat’s strategy(ies) for the various departments within the MPSCS Division, including setting strategic objectives and ensuring the allocation of relevant roles and responsibilities.3. Contribute, as a member of the Global Leadership Team (GLT), to the corporate management of the Secretariat, with an emphasis on teamwork, effective and efficient sharing of Secretariat resources, and assurance that necessary synergies and complementarities between and among Divisions occur.4. Track new developments and maintain personally an up-to-date professional understanding at the policy and strategic level of the substantive content of the specific activities covered by the Division.    5. Promote by personal example a culture of lesson learning and innovation as well as encourage the identification and uptake of best practices and standards. 6. Organise and manage the MPSCS Division’s internal structure and supervise its working in a way that demonstrates objective appraisal, appreciation, and incentivisation of staff performance and teamwork along with accountability for results as well as the effective and efficient use of resources entrusted to the Division.7. Ensure effective and efficient delivery of the stated Secretariat commitments that are of priority focus for the Division in its agreed Business Plan.8. Communicate within the Red Cross Red Crescent Movement and with external partners the in-depth orientations that underpin Strategy 2030 and the strategy for implementation, especially in relation to the priorities set for the Division. 9. Perform any other work-related duties and responsibilities that may be assigned by the Secretary General, including representing or deputising for him upon request.

Qualifications and Experience

EducationPost-graduate degree, with emphasis on management, financial, procurement, humanitarian or development issues; or a first-level university degree combined with extensive relevant experience.Experience

  • At least 15 years of management experience at senior (board or corporate management) level, including competence in finance and risk management.
  • Proven experience in the international humanitarian and development system with external partners.
  • Proven experience in general management with a strong understanding of human resource concerns, administration, organisational risk, financial issues and supply chain issues.

Knowledge and Skills

  • Sound knowledge and practical understanding of the Federation
  • Capability of working with sensitivity in a multi-cultural environment and in virtual or/and dispersed teams.
  • Strong written and oral communication skills, and advanced ability in public speaking (including strong fluency in at least one Federation language).
  • Ability to undertake strategic thinking and translate it into practice.
  • Ability to network effectively as well as influence and inspire others, including the membership, governments, other agencies, and own peers, staff, and partners.
  • Focus on quality and standards, results and accountability.
  • Possession of a track record of being able to multi-task, set priorities, and meet deadlines.
  • Capacity for teamwork and trust-building, including in National Society relations.
  • Management style that inspires, builds confidence as well as finds creative and constructive solutions to difficult issues. 


  • Fluent spoken and written English.
  • Good command of another IFRC official language (French, Spanish or Arabic).

Terms of Appointment
