Technical Writer, MCC Kosovo Evaluation RFQ

The Technical writer will work with Integra’s team of experts, subcontractors and local partners to develop the technical approach section of the RFQ response, focusing in particular on: a) developing a detailed response and accompanying table based on a series of evaluation questions included in the RFQ. This table and section will also identify the evaluation methodology for each question, key indicators and proposed data sources; b) identifying and discussing any relevant trade-offs which will need to be addressed in the project, including for example those between statistical rigor, implementation feasibility and cost for different design alternatives, and the rationale behind the final decision reached; c) proposed in-country presence and how we will work effectively with counterparts in the respective country to accomplish all tasks, including a proposed method for in-country presence; and, d) draft of an Illustrative Work Plan for the entire proposed Period of Performance (3 years with 2 option years), including detail on at least at the level of calendar weeks for the first year of the work plan and quarterly detail thereafter.
This position will work out of Integra’s Washington D.C. office, beginning immediately through the end of July 2021 as the proposal is currently due on July 23, 2021.
Serve as Lead Technical Writer for the activity, coordinating inputs from other members of the team, developing an initial outline, subsequent drafts for review, and a final draft for submission based on the RFQ;
Identify and elaborate on key evaluation methodologies to be used, including a discussion on data sources and country counterpart collaboration which will be supported by Integra’s in-country partners and Subject Matter Experts;
Identify and elaborate on key trade-offs for such an evaluation based on MCC and industry best practices which focus on technical, cost and other factors. Where possible, integrate elements that reflect MCC’s policies around the Evaluability Assessment that will be a required early step in this effort.
Work with an Integra specialist on inputs into the Draft WorkPlan which is required, in particular focusing on Year 1 details and insuring that the draft is closely linked to the technical approach, evaluation questions and other elements of the proposal.
Participate in any internal brainstorming sessions, quality reviews, and editorial panels that may be need to complete this proposal in a high quality timely fashion in close collaboration with Integra’s Chief Technical Officer and other experts.
Advanced degree in economics, business, international development, or another relevant discipline;
5-10 years of experience with design, implementation and development of performance or other evaluations for MCC, USAID or other relevant international donors and clients;
Strong understanding of MCC evaluation policies, programs, and best practices;
Experience and understanding of programs in transparent and accountable governance, data collection, and evidence based decision-making preferred, as is understanding of the challenges of such programs in Kosovo or similar environments;
Demonstrated past experience preparing technical proposals under tight timelines for MCC or other comparable donors;
Demonstrated ability to exercise overall quality control, meeting high technical and editorial standards;

Integra is a holder of the MCC BPA for Monitoring, Evaluation and Learning under which it has recently received a Request for Quotation for the Kosovo Threshold Transparent and Accountable Governance Project, a program whose objectives can be summarized as follows This program is part of a broader MCC Threshold Program with the Government of Kosovo which sought to address two key constraints to Kosovo's economic growth: an unreliable supply of electricity; and real and perceived weakness in rule of law, government accountability and transparency. Every project MCC invests in must undergo a comprehensive, independent evaluation and thus the referenced RFQ is for completion of a performance evaluation whose methodology is expected to be pre-post, although where baseline data is not currently available, a retrospective baseline may need to be collected.
