Vice President, Program Development

Global Recruitment seeks a VP of Program Development with international child development experience, a background in NGO’s and government and a track record of building strong global networks for a client in the Washington, DC area. The VP provides leadership and oversight in the development, implementation and coordination of program models and business/resource development to maximize impact on core outcomes for children.  S/he will play a major role in developing strategic partnerships and in networking, profiling, and collaborating externally with other agencies and foundations active in international child development. Key responsibilities include:


  • Set strategic direction, and provide leadership and management of the Program Development Division, including the development, evolution, and evaluation of programs to achieve core outcomes.
  • Lead organizational efforts to engage in policy advocacy, including strategies to engage the US government and promote consistent Country Office engagement in advocacy to advance core outcomes for children.

  • Lead organizational efforts in grant acquisition, policy advocacy, impact reporting, and brand visibility within the international NGO community. 

  • Network, connect, and position the organization with US government, intergovernmental agencies/donors, foundations, and philanthropists active in international child development.
  • Cultivate strategic partnerships to support the development, alignment, and deployment of resources (technical, financial, and relationships) required for vibrant grants portfolio.

  • Foster interdivisional collaboration, especially in areas such as program monitoring, program and sponsorship integration, and resource development.




  • A minimum of 10 years in a leadership role relevant to the child development and protection sector preferably within an international development organization at a headquarters level.

  • At least 5 years living and working in a developing country; fluency in English required; fluency in a second major language of business (French, Spanish, Portuguese) preferred.

  • Demonstrated success in developing, managing and evaluating innovative programs and services to achieve global objectives, including a successful track record of achievements in strategic partnerships.

  • In depth knowledge of the theory, concepts and technical practice of child development and protection programs, particularly as they are applied in resource poor environments.

  • Direct involvement in developing strategic fundraising programs, donor engagement and growth initiatives. 

  • Demonstrated ability to effectively manage change and large-scale capacity building in complex environments with limited resources.

  • Excellent people management skills and knowledge of talent development strategies.

  • A minimum of Master’s degree in a relevant field, PhD preferred
