The USAID/Ukraine Office of Economic Growth (OEG) has asked that Integra conduct a mid-term performance evaluation of the Competitive Economy Program (CEP) in Ukraine under the Learning Evaluation and Analysis Project (LEAP III) portfolio. The purpose of this evaluation is to assess the relevance and effectiveness of CEP’s interventions as they relate to a) strengthening Ukraine’s competitiveness, b) facilitating trade, and c) improving the business enabling environment. The evaluation has three focus areas:
- Identifying outcomes to which CEP has contributed;
- Evaluating the operationalization of collaboration, learning, and adapting (CLA); and
- Success in private sector engagement (PSE).
Ukrainian National Evaluation Specialist
The local evaluation expert will have at least seven (7) years of experience in monitoring and evaluating trade or business engagement activities in the Ukraine/Eastern European context.
He or she must have a strong background in the design and testing of data collection methodologies including surveys, key informant interviews and focus group discussions.
The expert will support the team in the work plan and methodology design, as well as overseeing data analysis and interpretation.
The Evaluation Specialist will contribute to all deliverables, including the questionnaire, draft report and final evaluation. As this role will be based in Ukraine, the evaluation specialist will support with conducting structured key informant interviews with diverse respondents across Ukraine and within Kyiv, including government officials, donors, implementers, and trade and business enabling sector experts.
He or she will be familiar with the key stakeholders and actors and be fluent in Ukrainian with strong English language skills. Experience in conducting economic growth evaluations and/or sectoral knowledge of IT, furniture or food processing is highly desirable.
We expect this to be a part time contract, over the span of approximately six (6) months, with the understanding that the period of performance may change due to extenuating circumstances. Given the ongoing COVID-19 health pandemic, this evaluation will be conducted remotely. Should the possibility of travel arise, the LEAP III team will work with USAID to address any logistics related to field work.
