The Chief Development Officer for Competitive Bids, Programs Development, provides overall leadership and management of The Carter Center’s newly established Competitive Bids Unit (CBU) in the Development Department. This position is responsible for leading the organization’s efforts to acquire financial resources through competitive solicitations, uniquely from the US Government. The CBU provides direct support to and builds the capacity of The Carter Center’s program teams at headquarters and in overseas offices to strengthen and maintain relationships with US Government staff and submit a minimum of $200 million in proposals annually to grow to $400 million annually in five years, with at least a 20% win rate by year 3 and a 35% win rate by Year 5, in order to generate new funding for The Carter Center’s Health and Peace Programs.  The Chief Development Officer is the face of The Carter Center’s new USG business development effort and is directly responsible for identifying and pursuing new USG funding opportunities while also ensuring appropriate systems and processes are instituted to support those efforts. Reporting to the head of the Programs Development department, the CDO CBU directs The Carter Center’s USG resource development goal-setting process and is responsible for monitoring, tracking and reporting opportunities and providing regular updates and revenue figures to members of the Center’s senior leadership team.


The Chief Development Officer works in close collaboration with other members of the Development Unit, Finance, Operations, and Program teams, and overseas leadership and staff. The CDO supervises two Senior Associate Directors and one Administrative Assistant, manages an annual budget for proposal development costs and is a collegial, team player who fosters an environment of respect, integrity, diversity, and commitment to excellence. This position requires travel, and based on expectations of travel to certain locations, Hostile Environment Awareness Training (HEAT) will be required.

Key Responsibilities:


Bids & Revenue Management

The CDO is responsible for ensuring that the flow of funds from USG, including but not limited to the United States Agency for International Development (USAID), the Centers for Disease Control and Prevention (CDC), Department of State, Department of Labor, Department of Defense, National Institutes of Health (NIH), National Institute of Mental Health (NIMH), and the Substance Abuse and Mental Health Services Administration (SAMHSA), is maintained and increases to an optimal level, based on The Carter Center’s strategic goals and priorities.


Works with the head of the Programs Development department to develop the vision for expanded USG funding and implement the CBU’s strategy. Researches and identifies USG agency prospects and recommends realistic strategies for solicitations. Assumes responsibility for achieving specific goals and objectives of selected programs and projects. Collaborates with Carter Center Health and Peace Programs to develop new initiatives, ascertain funding needs, explore and solicit funding sources, and identify areas to build greater capacity in the Health and Peace Programs. Maintains a thorough working knowledge of programs and, with the head of the Programs Development department devises appropriate fundraising strategies, implements and tracks the success of these strategies, and prepares alternative approaches as necessary to meet fundraising goals.


·         Drafts bid proposals in support of the Center’s Heath and Peace Programs.

·         Gathers up-to-date information on prospective negotiated and non-negotiated bids in collaboration with direct reports (CBU Sr. Associate Directors of Development              for Peace and Health).

·         Manages all phases of the proposal development process, starting with proposal assignment to contract award.

·         Exercises appropriate judgment and decision-making regarding proposal development, handling of classified or confidential information, and working with team                  members throughout the Center.

·         Analyzes and interprets bids and provides guidance to team members regarding deliverable requirements during pre-award phase.

·         Develops and manages proposal outline throughout the proposal development process and manages proposal schedule, to include milestones and deadlines for                   writing, editing, pricing, review, and submission.

·         Determines the appearance, format, style, and standards of the proposal during the proposal planning phase.

·         Develops proposal narrative based on interviews with subject matter experts, contract staff, and/or boilerplate documents. 

·         Maintains bid information and actions in Raiser’s Edge.


Pre- and Post-Award Management

·         Leads and directs cross-functional proposal bid teams, consisting of internal staff from across The Carter Center and external partners/experts.

·         Designs and communicates any new business action plans to the bid teams, including individuals’ roles within the teams.

·         Facilitates a team approach for each proposal, establishing buy-in across other Carter Center units, and motivates team members to achieve success.  Establishes                  close working relationships with Finance and Program teams to build competitive and accurate narratives and budgets for winning bids. 

·         Ensures CBU team collaboration with the Finance and Program staff to develop and assess budgets for bid proposals.

·         Performs appropriate post-proposal submission duties to close-out the proposal, including archiving of templates and past performance information. In post-award              phase, takes responsibility for the submission of accurate and timely narrative and financial reports, consistent with donor requirements, in collaboration with 

          Program and Finance staff.

·         Stays abreast of donor requirements and requests and collects/organizes Center-wide and program-specific data to ensure compliance with donor requirements.


Proposal Development Communication, Analysis, and Oversight:

Communicates proposal development strategies, plans, and expectations to all proposal team members. Performs detailed, comprehensive compliance analysis between RFP requirements and proposal narrative offerings, in collaboration with Compliance staff, and performs technical analysis of proposal narrative to ensure technical capacity presented is reasonable and competitive.  Leads regular internal strategy/status meetings with CBU and Program staff to track proposal progress, determine action items, and develop concepts for proposal content. 


Oversees maintenance and internal dissemination of USG Funding Tracker. Builds and maintains an active pipeline of bid opportunities in specific Federal Government agencies by leveraging existing relationships, cold calling, attending events, and working with current and prospective business partners.



Responsible for CBU staffing, including immediate recruitment and retention of Senior Associate Directors and administrative staff.   Train, supervise, and evaluate staff in accordance with clearly established performance goals and objectives.  Ensure team collaboration and effectiveness within the Development Department and broader Carter Center.


Policies & Procedures:

Responsible for CBU’s compliance with all organizational policies and procedures. Develops efficient procedures for the implementation of the CBU’s activities.

Maintains professional growth and development of self and CBU staff by identifying educational/training programs, professional organizations, activities and resources to maintain knowledge of national trends and to promote leading edge expertise.



Performs related responsibilities as needed.


Minimum Qualifications: 

A Bachelor's degree in management, business administration, or a related field. Ten years of development, fund raising or related experience.


Preferred Qualifications

·         Ten years’ experience in international development and USG awards

·         Direct supervision of a team for more than five years

·         Direct responsibility for proposal development, program design and/or competitive bidding

·         Significant experience with USAID and other USG agencies, and extensive senior-level contacts within the USG donor community required

·         Experience in non-profit, non-governmental organizations

·         Excellent written and oral communications skills

·         Proposal strategy and design for global not for profit
